We call them chuggers (a portmanteau of "charity" and "mugger"). People who are recruited using this method are more likely to cancel their monthly donation than other recruitment methods. Thus I do not know why charities use them. It does reflect on their charity too - thus provide feedback to that chaity as after lots of complaints from the public about rude recruiters then they will realise that it is not affective.
